Abstract: Phase1 was to study the effectiveness of mainstreaming inclusive education in three provinces (Banteay Meanchey, Battambang,and Kampot) for VSO and its volunteers to measure the effectiveness. Issues addressed were CFS, access to education for minority and disabled children, school support committees, school facilities, textbook availability, leadership and management, extra fees, school assessment and community participation.
